DIASPORA VOLUNTEERISM

With migration as a growing phenomenon, diaspora members are encouraged to engage in volunteer activities towards development in their country of origin. As the departure of its skilled professional continues, the Philippine government welcomes diaspora volunteerism to counter the risk of “brain drain.” Aside from this, diaspora volunteerism generates other positive effects for Filipino communities. It provides employment training and mentoring, reduces poverty, enhances social solidarity, and integrates minority groups. Also, it gives the Filipino diaspora a sense of personal satisfaction, fulfillment, and belonging.

The objective of the Balik-Turo is to establish a network of overseas Filipino professionals in the fields of education, health-related professions and others, who can extend voluntary services in teaching, mentoring, lecturing, and training to become part of a continued and sustainable program of educational exchange with their counterparts in the Philippines.

Basically, the program will bring Filipino educators abroad back to the Philippines to share information, knowledge, expertise, strategies, trends, new technologies and most recent developments in various fields of education through seminars and workshops. The direct beneficiaries are teachers from public and private educational institutions from all over the Philippines. It seeks to improve the teaching profession and to equip them with necessary tools to become globally competitive.

The Alay-Dunong Program systematizes and strengthens the skills and technology exchange or transfer between overseas Filipinos and the mother country, in strategic areas of development such as science and technology, engineering, arts and culture, among others. Currently, a similar system exists within the Exchange Visitor Program, where Filipino J1 visa holders who apply for permanent residency in the United States are required to conduct a post graduate-level seminar as part of the requirements for the issuance of a no-objections statement from the Philippine Government. However, this is limited only to those who are originally under the EVP program.

The Balik Scientist Program of the Department of Science and Technology encourages Filipino scientists and technicians to return to the country and share their expertise in order to promote scientific, agro-industrial, and economic development. Balik Scientist Program also aims to support and strengthen the scientific and technological human resources in the Philippines and to reverse the effects of migration of skilled workers.



Alay Dunong sa Bayan

The Alay-Dunong program systematizes and strengthens the skills and technology exchange/transfer between overseas Filipinos and the mother country, in strategic areas of development such as science and technology, engineering, arts and culture, among others.
Alay-dunong will focus on modalities that are one-time engagements by its nature, as differentiated from continuing or programmatic engagements which are properly under the Balik-Turo program.


Implementing MechanismAgencies Linking

A partnership network will be set up, composed initially of the CFO as secretariat, the Department of Science and Technology (DOST), Commission on Higher Education (CHED), Department of Foreign Affairs (DFA) and non-government partners (Philippine Development Forum, etc) and professional networks (Philippine American Association of Science and Engineering (PAASE) and Philippine Association of Metropolitan Washington Engineers (PAMWE)).

CFO will identify a focal point-person to provide support to the TWG, and manage the day-to-day operations of the program.

The Commission on Filipinos Overseas (CFO) has been implementing several programs related to the exchange of skills and technical know-how of the Filipino professions, such as teachers and nurses. It has facilitated the continuing professional education program of the Philippine Nurses Association in America (PNAA), providing assistance to professional Filipino nurses working in the United States to come back and share their expertise through short-term professional courses, seminars and other learning activities with their alumni schools.

 

 

evpUnder the Exchange Visitor Program (EVP), an international educational and cultural exchange program administered by the United States to increase mutual understanding, the EVP Committee of the Philippines processs the application of Filipino EVP participants for No Objection Statement. For those whose fields of specialization are included in the Skills List for the Philippines, the EVP Committee will offer the applicant an alternative arrangement only if it finds merit in the application. An alternative arrangement is a project in which the participant should personally conduct a transfer of skills activity, and sponsor an enhancement training for an identified beneficiary in his/her particular field of expertise.

Under the transfer of skills, an applicant should submit a project proposal based on the training/skills he/she has acquired in the US. Said proposal is forwarded to the EVP Committee member with jurisdiction on the applicant’s field of expertise for technical evaluation. The approved proposal is physically implemented with an authorized partner institution in the Philippines for at least 40 hours and at least 30 qualified participants.

The Commission also serves as the secretariat for the Inter-Agency Committee on the Philippine Schools Overseas, which supervises some 41 overseas schools using the Philippine basic and secondary education curricula. These schools may benefit from twinning arrangements with other educational institutions in the Philippines, which will permit the scaling up of their academic human resources and upgrade the teaching skills of their teachers.

glass bottleWHAT IS THE PROGRAM AND WHO IS A BALIK SCIENTIST?

The Balik Scientist Program (BSP) of the Department of Science and Technology (DOST) encourages Filipino scientists, technologists, and experts to return to the country and share their expertise in order to promote scientific, agro-industrial, and economic development. The BSP also aims to support and strengthen the scientific and technological human resources in the Philippines.

A Balik Scientist is a science and technology expert who is a Filipino citizen or a foreigner of Filipino descent, residing abroad and contracted by the Government to return and work in the Philippines along his/her field of expertise.

PRIORITY AREAS OF THE PROGRAM

Agriculture and Food, Biotechnology, Disaster Mitigation and Management, Environment and Natural Resources, Electronics, Energy, Genomics, Health, ICT, Manufacturing, Nanotechnology, and Semiconductors.


QUALIFICATIONS OF BALIK SCIENTIST APPLICANTS

• He/She must be of Filipino origin or descent, and is based abroad.man in suite

• He/She must have made an outstanding contribution in his/her field of specialization

• He/She must be in good health.

• He/She must be a holder of a graduate degree and must have practiced his/her profession for not less than three (3) years after obtaining his/her masters or doctorate degree.

 


A Balik Scientist Applicant without a graduate degree but with a highly specialized skill may be qualified on special cases as long as his/her field of expertise must be consistent with the science and technology (S&T) priorities promulgated by the DOST.

    • for subsequent visit, a detailed Program Framework or Road Map on what will be accomplished

    • detailed Quarterly Activity Plan, and Statement of Research when applicable, submitted in concurrence with the host institution(s)
