The CFO and Municipality of Dauin solidified its partnership through the signing of the Memorandum of Agreement for the BaLinkBayan Project on 14 June 2024 at Dauin Mega Market, Negros Oriental.

The ceremony was officially opened by Dauin Mayor Galicano Truita who warmly welcomed the CFO team through his message, acknowledging Secretary Romulo V. Arugay’s unprecedented visit to Dauin, making him the first-ever Cabinet-level Secretary to do so. Mayor Truita highlighted his administration’s ambition for Dauin to become a higher class municipality.

Sec. Arugay affirmed support towards this vision, particularly through the establishment of a localized BaLinkBayan website aimed at connecting Dauin’s diaspora with the municipality’s programs and services. Sec. Arugay also explained the different services of the Commission and highlighted its significance and relevance through his opening remarks.

After the opening ceremonies, Sec. Arugay and Mayor Truita then officially signed the MOA, witnessed by key officials from each offices: Ms. Maricar Truita, Executive Assistant & GAD Focal of Dauin, and Ms. Marita Del Rosario-Apattad, Director of the Project Management Division of CFO.

The CFO also presented the all-in-one computer donation to the LGU that will aid in the implementation of the BaLinkBayan Project and presented tokens of appreciation for the municipality’s support of the Migration and Development initiative of the Commission.

After the ceremony, Director Apattad provided an in-depth overview of the BaLinkBayan Project, highlighting the various features of the project and its benefits, and how it will assist Dauin in the promotion of its programs and services for migrants and families they leave behind.

The project overview was followed by the capacity-building activities divided into two breakout sessions focused on (1) data gathering workshop and (2) website management training.

The data gathering workshop was led by Ms. Lindsay Mercado and Ms. Patricia Marie Salvador, Project Officers of the Project Management Office. During this session, the participants presented the services of their respective divisions, to which Ms. Mercado and Ms. Salvador provided input on how these services can be packaged to respond to the needs of clients who will be visiting the localized BaLinkBayan of Dauin.

The participants of the data gathering workshop then brainstormed in completing the Localization Data Sheet for the localized BaLinkBayan website of Dauin.

Meanwhile, the Website Management Training was conducted by Ms. Allyza Labore of the Management Information Systems Division. The hands-on training aims to equip the participants with the skills necessary to update and maintain their website.

With this partnership, Dauin will be able to highlight its programs, projects, and activities for overseas Filipinos hailing from the municipalityโ€”effectively mainstreaming migration and development at the local level.
