With the Commission on Filipinos Overseas’ continuous effort to strengthen its reach and assistance towards returning Filipino migrants; its program, BaLinkBayan, rallied to seal yet another collaboration—this time, with the Local Government Unit of Bayambang in Pangasinan.

The event commenced at 10AM, with the pre-signing activities, as provided on the program proper; and with Mr. Mark Espino, staff of the Municipal Administrator’s Office, serving as the master of ceremonies. The agenda then pushed through with an enlightening backgrounder, as delivered by LGU-Bayambang’s Migrant Desk Officer, Mr. Gerenario Rosales.
Following the general introduction of the affair, the Bayambang Poverty Reduction Action Team’s Chairperson and PESO Manager, Dr. Joel Cayabyab introduced the municipality’s initiative in combating the potential risk factors and its management— via its Laban sa Kahirapan Program, spearheaded by Bayambang Municipal Mayor Hon. Cezar T. Quiambao. This was immediately supplemented by the Department of Labor and Employment’s declaration of its support and backing towards the LGU’s initiatives concerning Diaspora Engagement.
Afterwards, Sangguniang Bayan’s Secretary, Mr. Joel Camacho, presented the SB Resolution No, 411 S. 2019 Authorizing the LGU-Bayambang represented by Dr. Cezar T. Quiambao, Municipal Mayor, to enter into a MOA with the Commission on Filipinos Overseas for Diaspora Engagement.
Director Marita del Rosario-Apattad of the CFO’s Project Management Division, opened the matter with regard to the effectiveness and convenience of having a localized BaLinkBayan website for the municipality; which has been further reiterated by Ms. Rozelle Carrera’s discussion on the importance of the BLB online portal to emigration concerns.

Before officially sealing the partnership between LGU-Bayambang and the CFO, BPRAT Chairperson and PESO Manager Dr. Joel Cayabyab first disclosed the text of the Memorandum of Agreement, and moreover introduced the signing parties. The MOA was formally signed by the respective representatives from both signatories with attending witnesses for the two (2) parties.
The occasion settled with a message of thanks, courtesy of Municipal Vice Mayor Hon. Raul Sabangan and Municipal Administrator Atty. Raymundo Bautista Jr.; the program’s recessional then followed not long after, to properly conclude the session.
